Parkette costs revealed, gateway project tender approved

Town pays over $300,000 for parkette

AMHERSTBURG — The final costs to refurbish the Navy Yard parkette have been revealed and the town states it paid $306,141.18 of the $379,221.80 final bill.

The developers of the Salmoni Place condominiums paid $73,080.63. Those figures were released as part of a report prepared by CAO Pam Malott that was on the Nov. 9 council agenda. Local resident Diane Pouget had requested the costs be publicly disclosed during a delegation she made to town council two weeks earlier.

"Work undertaken in the Kings Navy Yard Parkette began in Sept. 2007 and was substantially complete in Nov. 2008," Malott's report states. "As a matter of course with all infrastructure projects, a budget is presented to council based on the engineers' estimate. The original estimate for the work received from the consulting engineer was $254,232.50. The initial apportionment estimated the town cost as $144,842.50 and the developer's cost as $109,393."

Malott said the budget overruns included "unforeseen expenses" including having to bury the main hydro feed into the park to the correct depth, additional efforts to relocate the Cenotaph, raising illumination levels "to a proper standard," constructing a ramp at the west end to increase accessibility and addressing irrigation problems.

Final costs were confirmed June 2.

The town is proceeding with a separate project, the south gateway restoration, which is included as part of the $11.265 million federal CAF funding. The town awarded the tender to the lowest bidder, SLR Contracting Group. The cost is estimated at $438,757.50, excluding GST. The engineer's estimate for the work was pegged at $425,000 plus GST. There were three bidders for the project.
